Advising Police on Mental Health Issues

Take a look at the October 2021 public meeting held by the Portland Police Bureau's Behavioral Health Unit Advisory Committee (BHUAC). The group was created in 2013 to offer feedback on police training and policies about people in mental health crisis, particularly the Behavioral Health Unit (BHU). Both the BHU and BHUAC were created as part of the United States Dept. of Justice Settlement Agreement with the city which was approved by a court to remedy what the DOJ found was excessive force against people with mental health issues. From its inception, the BHUAC never held public meetings, but in 2021 began meeting quarterly to explain to the community who they are and what they do, but not to hold their regular business meetings.

Dan Handelman of Portland Copwatch (who also produced this show for Flying Focus) attended all the public meetings, and at this one continued to ask the BHUAC two key questions: Do you ever talk about the many shootings of people in mental health crisis by the Portland Police, and why are your meetings not open to the public? See how the Committee responds to these questions, with the first one getting a helping hand from DOJ attorney Jared Hager, on this two part show.

Handelman recorded the meeting from Zoom and introduction segments to explain the goings-on.
